RSA Constitution

Article 1 – Name

The name of this association shall be the Romanian Student Association; hereafter referred to as RSA. Other abbreviations may include UWRSA, Romanian SA, or ROSA.


Article 2 - Purpose
  • To promote a sense of Romanian traditions and culture
  • To promote appreciation of the diverse Romanian culture, history, and language.
  • To gather the Romanian students attending University of Waterloo and to offer them a variety of activities related to their background.
  • To welcome and counsel all newly arrived or prospective UW Romanian students.
  • To promote social and educational activities among the UW community related to Romania and its culture.

Article 3 – Affiliation

This club will be affiliated with the Romanian Student Club at Wilfred Laurier University. This club will also collaborate with Romanian groups at other Canadian universities, along with other Eastern European groups at UW. Relations will also be maintained with the Romanian community in Kitchener-Waterloo, and there will be direct participation in the Romanian Radio Show at CKMS-FM.


Article 4 – Membership

Membership in the club will be available to any student, faculty, or staff at the University of Waterloo upon request from the Executive Committee.

Members will have the right to vote and be elected in the executive. Each member will have one vote, all votes being equal regardless of circumstance. Members have the right to hold the Executive Officers accountable and request transparency. Members have the duty to comply with the Constitution.

Membership can be temporarily withheld by the Executive Committee, but it can only be withdrawn at the beginning of the next General Meeting. Temporarily excluded members have the right to vote on their own exclusion.

Freedom of disassociation: members are free to disassociate at any given time without fear of harassment or retribution. The member should provide to the VP Administration a written notice of the disassociation decision.


Article 5 – Executive Officers

Policy decisions are made by the Executive Officers.

The officers of the club will form the executive and their responsibilities are as follows:

President
  • serve as the club’s official representative
  • preside at all executive and general meetings
  • coordinate club activities
  • act as one of two signing authorities
  • attend University of Waterloo ’s clubs’ meetings
  • authenticate signature when necessary on all documents

VP Public Relations
  • responsible for all public relations, including affiliated groups
  • coordinate club activities
  • attend University of Waterloo ’s clubs’ meetings
  • take charge of the club in the president’s absence
  • shall, in the absence of the president, have all the president’s authority and responsibilities

VP Finance
  • collect all money due to RSA
  • report financial status of the organization to the Executive Officers
  • present the budget report
  • maintain all financial records of the organization

VP Athletics
  • coordinate athletic activities
  • responsible for booking facilities and necessary equipment

VP Administration
  • prepares clubs’ documents
  • taking and maintaining a record of the minutes of the Executive Officers and General Meetings
  • maintain a current membership list and keeps track of possible changes
  • manages the website domain
  • act as one of two signing authorities

Any member may temporarily represent the Association with the approval of the Executive Officers.


Article 6 – Meetings

General Meetings shall be held at least once per term. The majority of the Executive Committee or 25% of the members may call a General Meeting. The Executive Officers shall meet at least once per month; all members can attend, but may not vote. All meetings will be announced at least five days in advance.


Article 7 – Elections

Elections will take place during the first General Meeting of each term. If there is only one candidate for a position, that person will be named in that position.

The term of office for all members of the Executive Committee shall be one school term. No member shall occupy the office of President for more than three school terms in total. No members shall hold two or more offices simultaneously.

All voting will require a majority outcome. In case of a tie, a revote shall be taken.


Article 8 – Signing Officers

The two signing officers for the club will be the President and the VP Administration. They have sole signing authority over the club.


Article 9 – Amendments

Only members can submit a proposal for an amendment at any General Meeting. A vote will be taken and a majority of votes will be enough to introduce it in the constitution.
